Africans have at last lost patience with their governments. They are particularly angry
about declining living standards, the breakdown of law and order. The government officials in

instability can never be averted.
It is possible that market forces and world economic conditions can upset their high hopes for
improvement

Since most governments are short of cash, these officials are underpaid or paid late
Obviously, people tend to accept painful policies more readily from elected governments than from
dictators
